Ticket details:
freeciv-3.0 turned metamessage a server setting. It kept the old /metamessage command as an alternative interface. This is handy for, e.g., public server migration purposes, but I don't think we need two interfaces indefinitely. Let's deprecate /metamessage command - make it to warn about that when used, and deprecation warnings are enabled.
