Ticket details:
Creation of NEWS-3.1.0 and PEOPLE update.
For the 3.0 it took me six months working one hour a day (-> ~180 hours) on the equivalent task to go all the development history through. 3.1 has been in development for a longer time, but I've not yet checked if that also means higher number of commits.
