Modpack installer has a concept of "modpack" that is any of the "ruleset", "tileset", "scenario" etc, or combination of several of them (e.g. ruleset and tileset can go together). The local installation does not have similar concept. My idea is to change that by introducing .modpack files that contain information about such modpacks. The first step towards this was taken already during the S3_0 development when the suffix .modpack was freed for this (earlier modpack installers .mpdl files were called .modpack)
Next step is to introduce initial version of modpack.ch module that handles .modpack files.
