Noticed on S3_0, civ2civ3 ruleset.

Action enabler for Help Wonder has a requirement that unit has moves left, Recycle Unit enabler does not. So, even in a city currently building a wonder, unit with no moves would be unable to Help Wonder. As the actions block each other only when they are possible, Help Wonder does not block Recycle Unit in such a case.
