Not sure if this is a performance lag or the result of processing, I suspect its the latter, but once the game gets in to a point where turns take noticeable time to process (not sure what the threshold is, but when the client side shows a countdown for calculations, when the player is finally able to proceed to the next turn and issue actions, it seems the diplomacy meeting to do deals that are multi-faceted (ie: trade multiple specific tech or offering a combination of tech and cities for a specific city), the diplomacy seems to lock and the player is unable to do a trade unless the close the client and reload the turn.
The game save in #44419 is a good example (let it run for a turn or two, the run time (for my machine) per turn was ~15 minutes).
