Some datafile formats guarded by capstrings have not changed between S3_1 and master. Once S3_1 goes to d3f, those capstrings should be updated also in master to indicate that it supports the stable format. It's NOT necessary to do this simultaneously with S3_1 d3f (as part of the process).
