As targetless revolution menu entry was implemented to gtk4-client before there was implementation to control sensitivity of those entries, it does not have it. Add it now.

Comentario

Attached patch did not resolve this by using sensitivity, but not having the menu entry at all when playing with rules making targetless revolution impossible.
