Implement great people in cities. Very similar to regular specialists but:
can't be reassigned to or from other job,
don't count towards the city's population,
requirements, if any, just remove the specialist forever if unfulfilled.
I don't know what should be the game mechanics of adding them (should "specialist" be a unit field or just required in target_reqs of an action "Add specialist"; maybe leave it on the other ticket and just provide a Lua API here).
