Rulecompat: Add user extra flags for pollution/fallout
Attached patch actually also adds the "Clean" action enablers. That's to not have an intermediate version where the flags are created, but not used, potentially leading to user confusion and bad actions.
To support ruleset migration from "Clean Pollution" and "Clean Fallout" action enablers to "Clean" ones, first step is to make it possible to recognize pollution and fallout extras by requirements. For that goal add user extra flags for them.
