I'm testing 3.1.0 with civ2 ruleset where triremes has the coast flag with fuel 1 (they have to end every turn adjacent to coast).
With this rule, it is currently easy to force the ai to suicide their triremes by placing 2 triremes next to each other in a corner of the coast, as you can see in the attached image:
