macOS Catalina 10.15.7 (Patcher) + LetterFix 2.9.0 (2022-08-28 15:46 by MacOS 9 #91207)

Mail.app のプラグイン一覧に表示されません．LetterFix.mailbundle はホーム/ライブラリ/Mail/Bundles に入っています．ふつうは text/plain; charset=utf-8（で quoted-printable か base64）になります．macOS Catalina Patcher (MacBook Pro Mid 2009) のせいかも知れませんが，何かご教示いただけるとうれしいです．

バージョン2.9.0であれば、プラグインはホームのライブラリではなく、システム全体のライブラリにインストールされるようになっていたかと思います。
ホームのプラグインは削除して、もう一度インストーラーを実行してみてはいかがでしょうか？

さっそくのご教示ありがとうございます．
「ホーム/ライブラリ/」は README.txt からコピーしたのですが，まちがいで，システム全体のライブラリです．なお，LetterFix.mailbundle はホームの方にはなく，システム全体の方の LetterFix.mailbundle を削除して，インストーラーを実行してみましたが，同じ結果です．

「プラグインを管理」ボタンを押してもプラグインが出てこない状態とのことですので、
インストーラーで
/Library/Preferences/com.apple.mail.plist
というファイルが存在し、中身が下のようになっているか確認してみて下さい。

さっそくのご教示ありがとうございます．
/Library/Preferences/com.apple.mail.plist
は存在します．コンテキストメニューのクイックルックで見ますと，ご提示と同じ中身です．
ただ，サイズが 96 バイトとなっていて，テキストエディットで見ますと，
bplist00ﾒ_BundleCompatibilityVersion]EnableBundlesQ3

そのファイルが存在するのにプラグインが管理画面に出てこないのであれば、
何らかの原因で/Library 以下がMailから認識されていないのかも知れませんね。
プラグインは、/Users/ユーザ名/Library/Mail/Bundles/に置いても動くはずですので
そこに移動させて、
ターミナルで、
defaults write com.apple.mail BundleCompatibilityVersion -int 3
defaults write com.apple.mail EnableBundles -boolean true
とやればいいのかもしれません。

さっそくのご教示ありがとうございます．
Bundles フォルダを /Users/ユーザ名/Library/Mail/ に移動して（Users の方には Bundles フォルダはありませんでした）．ターミナルにご提示のコマンドをコピペして，→ キー（コピペするとハイライトされていましたので念のためカーソルを行末に移動），return キーを打ちました．２つともエラーなど何も表示されませんでしたので，正常に実行されたと思います．ですがやはり管理画面に出てきません．
（今さら気付いたのですが，最初の投稿の「ふつうは text/plain; …になります．」は他の文が混じってしまってます．すみません．）
