nkf-2.1.3.tar.gz に含まれている nkf.1j の日本語が壊れているようです。
日本語の部分が全て XXX... になってしまっています。

先日Fedora Linuxで nkf-2.1.3 パッケージ(nkf-2.1.3-1.fc19)がリリースされてから
私も河野さんとおなじことに気付き チケット #32546 を書かせていただきました。
