Ticket details:
Now that there's even an alpha release (S3_2-alpha1) that accepts action enablers both on game.ruleset and in actions.ruleset, making ruleset migration easier by using that version, we should close the migration window. That is; we should stop accepting actions in game.ruleset in S3_2, except when loading 3.1 ruleset in compat mode.
