Ticket details:
Sandbox ruleset unit SSBN has flag "TacticalNukes", and is the only unit to do so. The flag has no help text, but the unit has fragment that I think refers to that flag: "It gets tactical nukes once you discover Rocketry."
I think that the help text should be tied directly to the flag, instead of being unit's property.
