Once master is about 3.2 development, and ruleset update there is supposed to be between 3.1 and 3.2, fetch S3_1 rulesets for the test.

Revision in upgrade_ruleset_sync.bash still needs to be updated to something that is a revision in the S3_1 branch once it's out.
