Does that mean that, by default, it's possible to pillage non-owned extras from anyone's territory? I think most extras (when there is no fortress in the same tile) are unowned.

Yes. If a ruleset wants to ban or give a Casus Belli for pillaging extras on other people's territory it has to set the target to tile targeted. If a ruleset wants to ban or give a Casus Belli for pillaging extras belonging to someone else it has to set the target to tile extras targeted. (No bundled ruleset does either.)

Do you think keeping "Pillage" tile targeted by default makes more sense intuitively? In that case I can drop this patch.

The ideal solution would be to fake generalize "Pillage". That way one could be tile targeted and the other extras targeted and only enabled with an owned extra at the target tile. But that isn't straight forward since "Pillage" involves an activity. I'm afraid that my patches for having the action stored as a part of the activity has bit rotted. But it could be done now introducing a new unit activity for "Pillage 2".

Most rulesets want to prevent pillaging of roads, mines, irrigation etc during peace. I think those are unowned most of the time, or at least in some cases.
