Doesn't that effectively disable testing of (other) features related to violent actions (or requiring one; there will be no cities filled with foreign nationals if conquest is not possible) ?

The wonder has a build cost of 600. You can't start building it before Theology. Violent actions are only disabled in the time window from its completion until someone discovers communism. With communism violent actions become legal again but starts causing international outrage. (This means that everyone gets a Casus Belli against anyone that do them. But if you make use of the Casus Belli to play world police everyone else gets a Casus Belli against you because you did a violent action to play world police and then one of them may decide to play world police against you...) Do you think the time window with the ban is too long for testing other features?
Thanks for clarifying that. The time window is quite limited, and I don't think AI builds the wonder in every game anyway.
Celebrate that all violent actions now are under enabler control by introducing the new wonder "Treuga Dei" in sandbox. It disables most violent actions them until Communism and makes them an international incident after Communism.
This wonder idea is taken from my unfinished ruleset "It Is Just A Game". This patch adds it as it is there. It can be adjusted to better fit into civ2civ3 derived rulesets in followup patches if someone wants to.
