While multiplayer ruleset sets huts disabled (0) by default, the setting is not locked, so there can be huts in game. Yet there's no action enablers related to moving to huts.

You are correct. I missed that the setting was unlocked.

3.1 and master version.

I haven't yet tested if the issue is there is there inn 3.0 and 2.6 too.

The issue was not present in 3.0. It was just that rmcasue wasn't set for 3.1. This resulted in no action enablers being added.
