database.lua is supposed to be server administrator configurable. Yet there seems to be no way to make freeciv to use anything but the file that it has installed (and which will be overwritten on next freeciv update). Add support for an entry in the main configuration file to tell what database.lua should be used.

- Have the new entry in new meta section, not in fcdb with the configure options meant to be consumed by the database.lua itself.
