I have been using the effect Spy_Resistant for this patch, since I made it when v2.6 was released:

At first I thought it reduced the chances of success, but it seems to increase the chances that a defending diplomat kills the attacking diplomat. Sveinung, if you are around could you confirm if that's right? I'm also interested in your opinion about this patch, since you have worked a lot with diplomatic actions.
In long turn games they use to reduce the base chances of success of diplomat/spy (server option), and the police stations gives a +25% Spy_Resistant. This patch would give something between +0% and +50% depending on the culture of the city, so I guess the balance is not too different.
But now I wonder if it would be better to use the newly available effect Action_Odds_Pct with -5% or so, that seems to get my original wished effect.

Well, it does when applying directly. What was failing for me was applying it to master and then cherry-picking from there to S3_1. Sorry for the noise.
- The culture accumulated by each city increases its resistance in diplomatic fights against enemy agents (up to +50%).
- The culture accumulated by your nation increases the cost to bribe your units or incite your cities (up to +500%).
- Governments no longer get immunity against bribe or incite actions. Cities with a Courthouse or a Palace are now immune to incite actions.
- Increased the amount of culture granted by achievements (from 100 to 1000 in most cases), and the lead relative to second best player needed for victory (from 33 to 100%), but cultural victory is still not enabled by default.
