#43009 will add ruleset setting only_real_fight_makes_veteran. It was something that bard had been wanting when working on civ2civ3, so I think we should enable it in civ2civ3 and sandbox. While bard only promised to test it in practice, enabling it in development branches means that more people test it in practice. It doesn't necessarily mean that it ends to a release - it can be reverted if found not good.
