With revolentype "Quickening" and "RandQuick", and a large number of players, just the couple (fixed number) of top players are affected by the longer revolution time at all and all the rest get the minimum time. Make the revolution shortening effect to scale to the number of players instead. Maybe make it so that if everyone once changes to the same government, 50% of players get the minimum time while longer times are scaled to top 50%?
