Rework Msys2 Makefile so that ImageMagick version is given in one place only (as a value for a variable), and not separately in each file name which it's part of. This is similar what we did for icu in #42835

For master and S3_1 this is step toward #44180 (setup-msys2-2.10.0), but separated to this ticket for targeting also S3_0 where it will help eventual backporting of newer msys2 environment (#44056)
