A bit of a rule change, so proposing for master only: Let's change cancel_pact_result() so that cancelling "No Contact" does not get one to "War" - if you don't have a contact, you have no contact, and there's no interaction between you (current rule is for cases where your ally is in war with a nation you have no contact with)
