Meson Qt6 detection still has issues (+ default qtver=qt6). By default we don't build Qt6-client nor Qt6-fcmp, but we do build Ruledit. That ruledit build makes Qt detection mandatory -> failure in it is fatal.

To mitigate the issue in S3_1, make ruledit not to build by default.
