In addition to providing read-once documentation, README.msys2 has an important use-case of providing information about what is considered the official compatible msys2 environment version, used in any official builds. That information should be on top for quick access. Maybe also so that it would be easy for scripts to fetch it? (Alternatively, it could live in a separate file, with README.msys2 just documenting that)
