Meta: Update supplied scenarios to 3.2 format
We forgot this when doing the initial round of format update, since we are mostly using another tracker now. But nothing prevents one from doing such functional changes to scenarios now that they are in 3.2 format.
This is likely something to happen in 2024. Opening ticket already to store the references.

#44038 : "should likely add appropriate latitude bounds to their scenarios" ... "we might also want to do that for the supplied scenarios once they are updated to 3.2 format."
