As part of combining "Clean Pollution" and "Clean Fallout" with backward compatibility for all rulesets, we need ability to set tile activity time in a completely new way not dictated by extra's nor terrain's time for the activity, so that there can still be different activity time for pollution and fallout where the existing methods would give them the same time.
I'm working on a solution by introducing "Activity_Time" effect that can be used to override those usual rules of determining activity time.
