Upstream has released setup-msys2-2.17.0. We should switch to use it on relevant branches. It uses base msys2 distribution above freeciv-3.1 level, so not suitable for S3_1.

It uses base msys2 distribution above freeciv-3.1 level, so not suitable for S3_1.

..but the previous snapshot used msys2 distribution below freeciv-3.1 level, and by a quick test the new snapshot matches freeciv-3.1 level better. It allows us to remove some special casing for the CI build.

So, S3_1 patch attached, and target updated.
