Add ACTRES_ENABLER_CHECK, to indicate actions that are not to be initiated by the user, in the future. Basically, those are hardcoded things that we just want to have ruleset provided action enablers check for.
Targeted also to S3_2 mainly to keep future backports applying, as lines referring to the actres are all over the place.
