TOMOYO is in linux-next tree.
You can try from http://tomoyo.sourceforge.jp/en/2.2.x/index.html .

If everything goes well, the core functionality (only domain transition and
file access control support; no logging support, no network support,
no capability support, no interactive enforcement support, no execute_handler
support, no task.state[] support, no argv[] check support, no envp[] check
support, no signal check support, no namespace check support, ...) will be
included in kernel 2.6.30 (i.e. July 2009).
