Some monitors just doesn't support the old 640x480 resolution anymore, is it possible somebody could revamp how fullscreen works by making DTXMANIA window stretch to fullscreen rather than changing the resolution?

Doubleclick titlebar (or click "Maximum" button on the right of titlebar). It will bring almost what you want.
