I regularly work with USB-Serial virtual devices. It's often necessary for me to restart these for various reasons. But doing so will temporarily remove the COM port from Windows and re-appear a couple of seconds later.

TeraTerm does not seem to notice this. I must disconnect, close tera term and reopen every time I do this. Simply disconnecting and reconnecting does not work. If possible I'd like TeraTerm to notice the com port is no longer valid and reconnect when it's plugged back in.

We think that this issue was fixed in version 4.89. Could you try it?
